For the first time, a street gang operating in the United States has been officially designated a transnational criminal organization, empowering officials to more aggressively target the group, Mara Salvatrucha MS-13, which engages in the drug, sex, and human trafficking trades.

MS-13 is an El Salvador-based gang that over three decades has developed into a violent criminal force from Los Angeles to Washington, D.C.

Naming the gang a transnational criminal organization suggests how the group has evolved from being primarily a criminal element in Central American immigrant communities to a regional organized crime network delving into a range of illegal markets, experts in North and Central American crime patterns say.? ?

The designation, announced by the Treasury Department Thursday, aims at shutting down MS-13?s financial operations, which have grown increasingly sophisticated as the gang has matured from its roots in Los Angeles among young Salvadoran refugees escaping their country?s civil war in the 1980?s.

?This action positions us to target the associates and financial networks supporting MS-13, and gives law enforcement an additional tool in its efforts to disrupt MS-13?s activities, said David Cohen, Treasury undersecretary for terrorism and financial intelligence, in a statement announcing the designation.

?MS-13,? Mr. Cohen said, ?is an extremely violent and dangerous gang responsible for a multitude of crimes that directly threaten the welfare and security of US citizens, as well as countries throughout Central America.?

The gang has grown to include more than 30,000 members, with branches operating in Guatemala, Honduras, and Mexico, according to the Treasury. The FBI estimates the gang?s membership to be much higher.

At least 8,000 MS-13 members ? often identified by elaborate tattoos that incorporate the gang?s name ? operate in 40 states and the District of Columbia, Treasury officials say.

MS-13 ? ?mara? is slang for ?mob,? while Salva is short for Salvador ? became infamous for the ruthlessness it employs in extorting from mom-and-pop immigrant businesses and in forcefully recruiting young Salvadoran immigrants and Salvadoran-Americans into its ranks.

The gang is seen as having toned down its violence in some of the communities where it is most deeply established, some California law enforcement officials say. But the gang?s growth has shifted in recent years to the Salvadoran immigrant communities of the East Coast, experts say, and there the violence has continued.

In recent years cases have multiplied, particularly in Virginia and New York, of teenage girls who have been forced into prostitution and kept there under threat of violence. Salvadoran boys who resist the gang?s recruiters are sometimes subject to the especially intense wrath of local gang leaders.

In one highly publicized case, two MS-13 members were convicted in Alexandria, Va., in 2005 for the murder of a young pregnant woman who was targeted for her cooperation with federal officials who were investigating the gang?s activities.

US efforts at tackling MS-13?s illegal operations have rippled back to El Salvador, which is the destination of at least part of the gang?s financial proceeds. In recent years federal law enforcement officials pressed for the deportation of hundreds of MS-13 members from southern California ? an action that overwhelmed El Salvador?s law enforcement capabilities and resulted in a sharp spike in violence.

Some of the deported MS-13 members formed new arms of the gang in El Salvador, some regional criminal justice experts say, then in turn moved to develop branches of their newly formed groups in the US.

Skydiver gets ready for today's bid to break sound barrier

ROSWELL, N.M. (AP) ? Extreme athlete Felix Baumgartner started his daring ascent to 23 miles above Earth on Sunday, hoping to make a death-defying free fall that could make him the first skydiver to break the sound barrier.

Baumgartner took off in a pressurized capsule carried by a 55-story ultra-thin helium balloon that is expected to take nearly three hours to climb into the stratosphere. If plans go as expected, Baumgartner will then jump into a near vacuum with no oxygen to begin what is expected to be the fastest, farthest free fall from the highest-ever manned balloon.

Any contact with the capsule on his exit could tear the pressurized suit, a rip that could expose him to a lack of oxygen and temperatures as low as minus 70 degrees. That could cause potentially lethal bubbles to form in his bodily fluids

Shortly after launch, screens at mission control showed the capsule as it rose above 10,000 feet, high above the New Mexico desert as cheers erupted from organizers. Baumgartner also could be seen on video checking instruments inside the capsule.

Earlier in the day, mission control officials declared a "weather hold," delaying the launch. But about an hour later, organizers described conditions at the launch site as perfect, and said the balloon be inflated and begin its ascent at roughly 9:45 a.m.

The jump from the site near Roswell, N.M., was postponed twice last week because of high winds.

If he succeeds in the death-defying feat, the man nicknamed "Fearless Felix" will break a 52-year-old altitude record by Joe Kittinger, who jumped from 19.5 miles and reached a speed of 614 mph, just under the sound barrier.

This attempt will be the end of a five-year road for Baumgartner, a record-setting high-altitude jumper. He already made two preparation jumps in the area, one in March from 15 miles high and on in July from 18 miles high. It will also be the end of his extreme altitude jumping career; he has promised this will be his final jump.

Coincidentally, Sunday also marks the 65th anniversary of U.S. test pilot Chuck Yeager successful attempt to become the first man to officially break the sound barrier aboard an airplane.

Baumgartner plans to travel faster than the speed of sound with only the benefit of a high-tech suit.

Dr. Jonathan Clark, Baumgartner's medical director, has told reporters he expects the pressurized spacesuit to protect him from the shock waves of breaking the sound barrier. If all goes well and he survives the jump, NASA could certify a new generation of spacesuits for protecting astronauts and provide an escape option from spacecraft at 120,000 feet, he said.

Winds had to be under 2 mph for Baumgartner to start his ascent to the stratosphere from this desert town better known as the site of a rumored UFO landing in 1947.

Jumping from more than three times the height of the average cruising altitude for jetliners, Baumgartner's expects to hit a speed of 690 mph or more before he activates his parachute at 9,500 feet above sea level, or about 5,000 feet above the ground in southeastern New Mexico. The total jump should take about 10 minutes.

The energy drink maker Red Bull, which is sponsoring the feat, has been promoting a live Internet stream of the event from nearly 30 cameras on the capsule, the ground and a helicopter. But organizers said there will be a 20-second delay in their broadcast of footage in case of a tragic accident.

After the jump, Baumgartner says he plans to settle down with his girlfriend and fly helicopters on mountain rescue and firefighting missions in the U.S. and Austria.

NASA & SpaceX to Probe Falcon 9 Engine Failure

At the moment, SpaceX's Dragon capsule is docked with the International Space Station, having carried a load of cargo into orbit. But the Sunday evening launch wasn't perfect: For reasons that weren't entirely clear, one of the nine engines on SpaceX's Falcon 9 rocket failed.

Today SpaceX issued a statement saying the company and NASA would form a CRS-1 Post-Flight Investigation Board to try to find out exactly what caused the engine failure.

Despite losing an engine, the mission still reached orbit by adjusting the burn length of the other eight. However, NASA has plenty of reason to want to know exactly how this happened. The agency is investing in SpaceX and other companies in the hope that their spacecraft can replace the retired shuttles in ferrying cargo and eventually astronauts to orbit.

And as PM noted after the launch, an engine failure has the potential to be catastrophic. The first stage of SpaceX's Falcon 9 has nine Merlin engines firing, so others can pick up the slack if one cuts out. But the second stage uses just a single Merlin engine.

Fall is a celebration of change, which makes it the perfect time to check your financial matters and optimize the power of your money.

Here four financial moves to make this fall:

Check your Federal withholding.

According to Internal Revenue Service (IRS) data, ?taxpayers received tax refunds averaging $2,913 in 2011.? Though receiving a Federal or state tax refund may feel like a ray of light amidst of the doldrums of winter, it?s actually a telltale sign that you?ve missed an opportunity to optimize the value of your money.

In short, receiving a tax refund means you ?loaned? interest-free money to the government, thus, tying up funds you could have used to pay off debt, invest, or build savings.

Checking the accuracy of your current tax withholding is a simple process that requires just three things: your most recent paystub, a copy of last year?s tax return, and about thirty minutes. Access the IRS? free online withholding calculator to estimate how much you?ve paid in taxes this year, compared to how much you?ll ultimately owe.

If you?ve withheld more than your share, submit a withholding change to your human resource department and return more of your hard-earned money to your paycheck.

By the same token, if you haven?t paid enough taxes to cover your bill, you can begin a savings plan to account for the amount the IRS will require you to pay before April 15, 2013.

Build your holiday budget.

Fall is the precursor to holiday spending and it?s your last chance to avoid holiday debt by forming a savings and spending strategy. According to 2011 TurboTax data, Americans spent $516 on gifts for family, friends and co-workers, and purchased about $190 worth of decorations, holiday food and candy, greeting cards and postage last year.

Create a list of every holiday expense you foresee, including gift cards, stocking stuffers, expenses related to holiday parties, hostess gifts, exchanges at work, baking, wrapping paper, greeting cards ? and anything else that has historically snuck into your budget in the throes of the holiday rush.

Once you?ve arrived at a grand total, devise a personal savings plan with an end goal of early December so you can work towards it little by little. For example, a person with the ?average? holiday spending profile above could bank the $706 by December 1st by setting aside just $23 a day, starting with Halloween.

In contrast, an unprepared holiday shopper charging that amount and making minimum payments on a ?low interest credit card? (at a current annual percentage rate of 10.95%), would need more than two and half years?and an additional $115 in interest expenses to pay off the debt.

Confirm where you stand in your work-sponsored plans.

If you dedicated pre-tax income from your paycheck into flexible spending health savings plans at work, remember: you have to ?use it, or lose it? before the end of the year.

Check the balance on your accounts and keep in mind that prescription drug expenses and some over the counter drugs qualify. If you?ve procrastinated doctor visits, schedule appointments now for no later than early December to ensure that billing is finalized before the year?s end.

While you?re accessing the account, analyze how close your estimated medical expenses were to reality this year so you can hit the mark closer during open enrollment, which occurs during late fall and early winter for most employer insurance plans.

If you?ve got plans to start a family, know you?ll leave your job next year, or plan to have a major medical procedure, consider those adjustments now in your open enrollment plan.

Lastly, check the status of your work-sponsored retirement plan. For 2012, the pretax 401(k) limit is $17,000 (including employer contribution). If you?re 50 years or older and are ?catching up? on contributions, you can invest an additional $5,500 pretax 401(k) dollars for 2012.

Do you feel like you can?t possibly devote more funds to retirement this year? Consider the cost of the missed opportunity. According to CBS News, making pre-tax contributions of $17,000 will amount to a savings of about $6,000 in Federal and state income taxes each year.

Be proactive with your home.

Whether you?re an owner or a renter, winter is a costly season for energy bills, so take proactive steps to control costs before they threaten your budget. Adaptive building consultant and Inhabitat.com contributor Andrew Michler says, ?30% of an average home?s energy cost is associated with heating.?

Change the filters in your heating system and schedule a professional furnace duct cleaning before cold weather sets in. This will increase airflow, deduce pollutants, and detect deadly hints of carbon monoxide.

If your windows are drafty, Michler says insulating blinds can double or triple a window?s efficiency and simple caulking around the frames can improve heat retention.

The potential presidencies of Joe Biden and Paul Ryan: why you should watch tonight?s debate

DES MOINES, Iowa?It has been 77 years since Franklin Roosevelt died of a cerebral hemorrhage in Warm Springs, Ga., and 49 years since John Kennedy was assassinated in Dallas. This is the longest stretch of presidential health and survival since John Tyler moved into the White House following the death of William Henry Harrison just 30 days after he was inaugurated in 1841.

So as Joe Biden and Paul Ryan take the stage in Kentucky tonight for the lone vice presidential debate of 2012, it is understandable that most voters view the job as an assistant president rather than in traditional constitutional terms. Who wants to dwell on theoretical tragedy? It is wrenching to contemplate a transition that Harry Truman described in 1945 as, ?I felt like the moon, the stars and all the planets had fallen on me.?

If either Biden or Ryan were ever to ascend to the presidency in the next four years, he would govern with a different style and emphasis than the man he succeeded. This is not surprising since both Biden and Ryan were selected to balance their tickets.

In 2008, Biden was tapped because he offered something that Barack Obama lacked?more than half a lifetime in the Senate and national security expertise earned as the chairman of the Foreign Relations Committee. In similar fashion, Ryan filled a gap in Mitt Romney?s r?sum?. Not only did the Republican running mate provide seven terms of congressional experience, but Ryan also has displayed an ideological constancy (with, admittedly, a few deviations) at odds with Romney?s zigzag political journey.

Nearly five years ago?here in Iowa during the run-up to the January 2008 Democratic caucuses?I watched Senator Biden of Delaware make his second attempt to become President Biden. (In 1987, Biden withdrew from the presidential race after he was caught plagiarizing a campaign speech from British Labor Party leader Neil Kinnock). Even though Biden corralled only 1 percent of the vote in the 2008 Iowa caucuses, his strong performances on the stump and in the Democratic debates made him appear like a plausible president.

That half-forgotten Iowa campaign provides a window into how Biden might approach the presidency. For all his liberal pedigree, Biden at his core reflects his 36 years in the Senate as a legislative dealmaker. In contrast to Barack Obama and Hillary Clinton, Biden?s 2007 health-care plan was based on a series of incremental steps beginning with providing catastrophic coverage for all Americans. What matters now are not the policy details, but rather Biden?s pragmatic emphasis on what seemed at the time to be legislatively achievable rather than historic.

Under President Biden, foreign policy would probably follow the broad contours of the Obama administration. But Biden?s record, dating back to the Vietnam War, reflects a sadder-but-wiser awareness of the limitations of American military action. In 2006, during the Bush administration, Biden proposed scaling back American ambitions in Iraq by partitioning the country into Kurdish, Sunni and Shiite regions. In the Obama White House, Biden was the leading in-house dissenter arguing against an expanded American military mission in Afghanistan.

The biggest difference between Obama and Biden would be presidential temperament. Biden is (warning: startling revelation ahead) garrulous and not a loner like Obama. As president, Biden would not lavish more time on his daily exercise routine than chatting informally with congressional leaders.

But the bipartisan Senate of Ted Kennedy and Bob Dole?the Senate that framed Biden?s public career?no longer exists. It is illustrative that Biden?s 2011 budget negotiations with a group of Senate moderates, the Gang of Six, ended in failure. But in contrast to every president since Lyndon Johnson (with the conspicuous exception of Jerry Ford), Biden remains a creature of Capitol Hill. Legislative gridlock might endure under President Biden, but the White House undoubtedly would be far more energetic in its efforts to unsnarl the congressional traffic jam.

Envisioning President Ryan is understandably far more difficult because until recently he was, in effect, Private Ryan to most voters. What seems evident, though, is that in the White House, the 42-year-old Ryan would be more emotionally accessible than either Obama or Romney. Campaigning in the Mississippi River town of Dubuque, Iowa, last week, Ryan referred to his roots in nearby Wisconsin when he said: ?A lot of people I grew up with?a lot of friends of mine?are in between jobs. You know, they lost their jobs at our GM plant or at some other factories.?

Taming the deficit presumably would be the centerpiece of a Ryan presidency, as his chairmanship of the House Budget Committee was the credential that vaulted him onto the Republican ticket. The Ryan budget (a phrase that we are apt to hear many times from Biden during tonight?s debate) would have gradually turned Medicare into a voucher program and shrunk Medicaid into a block grant to the states. But in the House?unlike many conservative purists?Ryan displayed enough ideological flexibility and enough awareness of Wisconsin?s economy to vote for the 2008 Wall Street bailout and for Obama?s rescue of the auto industry.

In one important respect, though, President Ryan would probably have more political independence than Romney. Trusted by conservatives in a way that Romney is not, Ryan would not need to spend his entire time in the White House watching his right flank and worrying about a Republican primary challenger in 2016.

It remains a stretch to imagine Ryan presiding over a Nixon-goes-to-China, against-the-grain deficit deal that includes (get the smelling salts?Republicans have fainted) tax increases as well as budget cuts. But because of his budget-hawk plumage, Ryan would probably retain enough credibility with his party?s base to explain that such a bipartisan bargain was the best deal attainable.

There is always an aura of unreality to the second-banana debates that began in 1976 with Bob Dole railing against ?Democrat wars.? What is almost never discussed is how vice presidents envision their role in the White House, which can be anything from a Dick Cheney shadow presidency to a Dan Quayle cipher.

But sad a notion as it may be, the framers of the Constitution created the second highest job in the land for reasons that went beyond providing the president with a loyal sidekick. And that is why two potential presidents?Joe Biden and Paul Ryan?will be duking it out in Danville tonight.?

'Broken heart' and other fake sick day excuses

It's no surprise that not everyone who calls in sick isn't doesn't really have the sniffles.?Thirty percent of workers admitted to calling in sick when they weren't actually under the weather, a new Careerbuilder survey reports.

What might be surprising are some of the more creative excuses they've tried to use to get out of work, and just how many employers are out to catch them.

The online poll conducted by Harris Interactive surveyed 3,976 workers and 2,494 U.S. hiring managers and human resource workers. In addition to raw numbers, Careerbuilder also collected the memorable excuses bosses had heard.

How about the employee who called in sick because they were "upset after watching 'The Hunger Games'"? Or the guy who said he "forgot he was hired for the job?" Or the person who couldn't come in to work because they were "sick from reading too much"?

Other eyebrow-raising reasons included "toe stuck in faucet," "dead grandmother being exhumed for police investigation," "bird bite," "broken heart," and "sobriety tool wouldn't allow car to start."

What motivates the strategies behind these excuses??"Some subscribe to a 'less is more' mentality while others may feel the more detail they provide, the more believable the excuse will be," said Rosemary Haefner, CareerBuilder?vice president of human resources.

Bosses are on the watch for flimsy excuses and will take steps to sniff out a faker. A surprising 29 percent of employers said they checked out an employee's story, most commonly by asking for a doctor's note or calling the worker later in the day.

Fourteen percent said they even drove by an employee's house, which just sounds creepy and not useful. What are you going to do, peer through their blinds and see if they're doing Zumba when they should be under the covers?

And here's one to stoke your paranoia. Bosses may even recruit your co-workers to ferret out the truth -- 18 percent of employers said they tried this ruse.

Employees fraudulently cash in sick days for a variety of reasons, but basically it's to carve off extra time for themselves. If they weren't actually sick, 34 percent said they called in sick because they didn't feel like going to work, 29 percent said they "needed to relax," 22 percent needed to make a doctor's appointment, 16 percent were catching up on sleep, and 15 percent wanted to run errands.

Those who call in fake sick days "may be repeat offenders for truancy or may be concerned about how their boss may perceive them," said Haefner. "However, if you?re caught lying, that can have more serious consequences and bring your professionalism and reliability into question. It?s better to be honest."

Should an employer catch you in your lie, it could lead to them becoming a former employer. Seventeen percent of bosses said they fired an employee for giving a a fake excuse. Then you'll have all the sick days you need.
